Tips Agar Tidak Lagi Ada Penyesalan

Sobat,

Nah, bagaimanakah kita menempatkan peran-peran kitadengan sebaik-baiknya?

Pandailah membuat skala prioritas

Jangan pernah lupa memanjakan diri!

Bila pria dewasa namun belum mampu membuat istrinyahamil, maka perlu curigai kualitas spermanya. Mungkin saja sperma nya masukdalam kategori 'madesu' (masa depan suram).

Penangkal Petirs Z

The Global Positioning System (GPS) was funded, developed and controlled by the US Department of Defense. Since the late seventies, GPS has become an important aid to navigation around the world. Initially designed for the US military, GPS became publicly available years later and it is now considered an important feature in lots of consumer products.

How does GPS work? Well, basically there are three elements that make everything work: satellites, earth monitoring stations and receivers (ex: cell phone, telefone celular). GPS provides specially coded satellite signals that can be processed in a GPS receiver, enabling the receiver to compute position, velocity and time.

Today, most cell phones (telefone celular) are not limited to carry on just a conversation. Features like mp3 player, digital camera and video camera have all become standards in the latest cell phone models. It is expected that the GPS feature will soon be added to this list, and it will offer the capability of tracking any cell phone user.

The capability of tracking a cell phone user becomes important in emergency situations, like a car accident, thru the use of 911 emergency phone call, where every minute may be a matter of life or death. In situation like this, the GPS system may pinpoint the exact location of the road accident, enabling emergency services to be quickly dispatched.

It is important to mention that so far most GPS system in cell phone (telefone celular) is restricted to tracking information only. However, one can have navigational capability thru the use of full screen cell phone/PDA combos with map displays and other cellular phone accessories, and third party paid services. If one does not want to sign up for a monthly paid subscription service, he can make use of one-time-paid-only software programs that will enable some of the navigational capabilities.

Although there are many benefits in using GPS cell phones (telefone celular), there are some people who are concerned about the violation of personal privacy. Since the US Congress has not authorized location tracking without actual evidence of wrongdoing, there have been court hearings which have not approved the requests of government agencies in obtaining the cell phone GPS tracking information for suspects or ordinary citizens.

This privacy matter has made some progress towards the cell phone user`s rights, since there are some laws that have been passed which guarantees that GPS cell phone users will have some protection from the release of the tracking information, with the exception of 911 emergency cell phone calls (telefone celular). It is expected that these laws will guarantee that the benefits of GPS in cell phones will be enjoyed by everyone without infringing anybody`s privacy.

Sometimes when there is a technological innovation, there are also some concerns about privacy or some rights infringements. But no matter how much of a concern this is, it seems that a compromise will always have to be reached, so that new technologies will take their places in everyone`s lives. After all, we all live in a globalized consumer world. By the way, have you already got your GPS cell phone?

Conviction Is Upset Over Police Drug Lab Failings

Conviction Is Upset Over Drug Lab Woes
The New York Law Journal by Andrew Keshner - April 20, 2012

A Queens man who challenged his drug possession conviction has had his guilty verdict set aside due to shortcomings at the Nassau County Police Department's crime lab. A jury found Khurram Shahzad guilty in 2010 on charges including fourth-degree criminal possession of a controlled substance, a C felony with an eight-year maximum sentence. Police officers allegedly discovered cocaine in Shahzad's car during a 2007 traffic stop. Shahzad, who had others in the car at the time, denied knowledge of the drugs. Shahzad moved in September 2011 to set aside his conviction based on newly discovered evidence of deficiencies at the lab. In December, Nassau County Court Judge Tammy Robbins granted a hearing on his motion. The hearing was scheduled to start later this month, but on April 18 Nassau County prosecutors consented to Shahzad's motion to set aside the convictions. But the prosecution did not concede to the conclusions of fact or law contended by Shahzad, who has been incarcerated at Nassau County Correctional Facility for nearly two years. Shahzad's sole remaining conviction is third-degree aggravated unlicensed operation of a vehicle, an unclassified misdemeanor. In a statement, a spokesman for the Nassau County D.A. said, "This hearing, without yet calling even one witness, has already lasted longer than the original trial. Given the breadth of the hearing, the extensive resources already dedicated to this case, and the fact that the defendant has been incarcerated for more than 500 days, this plea agreement disposes of this case fairly without additional cost to the taxpayers." Shahzad was represented in his post-verdict challenge by Brian Griffin of Foley Griffin in Garden City and Scott Gross of Hauppauge. "The motion was granted by consent and there was overwhelming evidence the conviction shouldn't have occurred in the first place," Griffin said. The Nassau County Police Department's crime lab has been closed since early last year. The lab was "plagued with significant and pervasive problems" reflecting a failure of oversight at both state and local levels, according to a report last fall from the New York State Inspector General.

Homeland Security Corruption Probes to Be Reviewed

Homeland Security Corruption Probes to Be Reviewed
The Huffington Post by Andrew Becker - April 19, 2012

Dozens of corruption investigations withinItalic the Department of Homeland Security are getting a fresh look by federal officials, amid reports that some internal watchdog agents falsified records at a Texas field office, the Center for Investigative Reporting has learned. Officials from the department's Office of the Inspector General, the watchdog agency, met last week in Texas with the FBI, Drug Enforcement Administration and other homeland security agencies to discuss re-examining more than 80 criminal misconduct investigations, sources familiar with the meeting said. Those internal investigations about potential misconduct by homeland security employees had been handled by the inspector general's McAllen, Texas, field office. But the office has drawn the attention of the FBI and U.S. Department of Justice, and a federal grand jury in Washington has convened to hear testimony on the matter.

The fresh review of corruption cases comes as U.S. lawmakers expressed concern over the reports about potential misconduct in the McAllen field office, where agents may have fabricated "investigative activity" to show progress on misconduct cases involving homeland security employees, officials said. The office of Sen. Joe Lieberman, I-Conn., chairman of the Senate Homeland Security and Governmental Affairs Committee, said Lieberman was "deeply concerned" about the allegations, first reported by CIR. Lieberman said they "underscore the urgent need to get a permanent DHS IG confirmed by the Senate and installed at the Department." The acting inspector general, Charles K. Edwards, has been in his position since Feb. 27, 2011. The previous inspector general, Richard Skinner, retired in early 2011. Rep. Bennie Thompson, D-Miss., minority leader of the House Homeland Security Committee, said he would wait for the conclusion of the investigations, but added that "an Inspector General's office is no place for corruption of any kind." The office of Sen. Mark Pryor, D-Ark., who has called for Senate hearings on border corruption, said he would consider holding additional hearings on the McAllen matter this summer. Marty Metelko, a spokeswoman for the inspector general's office, declined to comment. Three inspector general employees, including the agency's top investigator, have been placed on administrative leave pending the conclusion of the investigation into McAllen. Thomas M. Frost, the assistant inspector general for investigations, was placed on administrative leave on March 29 along with a deputy, John Ryan. Ryan's attorney, Michael Bopp, is a former legislative director for Sen. Susan Collins, R-Maine, the ranking Republican on the Senate Homeland Security Committee. Bopp, who also served as staff director of the committee, said he had no comment on whether his client has been notified by the FBI that he was the target of a criminal probe. Collins' office also declined to comment.

Since October 2004, 137 Customs and Border Protection employees have been indicted on or convicted of corruption-related charges -- many coming in recent years as the Border Patrol doubled in size. Most recently, Border Patrol agent Ricardo Montalvo was arrested last week in El Paso, Texas, on charges of purchasing firearms and ammunition to be smuggled into Mexico. He has pleaded not guilty. The inspector general's office in South Texas, which includes McAllen and Laredo branch offices, has more than 150 open investigations, half of which involve an allegation without a named subject, according to internal figures. Overall, the agency had more than 2,500 open cases as of Sept. 30, 2011, according to its most recent report to Congress. The U.S. attorney's office for the Southern District of Texas, which has jurisdiction over the McAllen office, doesn't have any pending investigations from the local inspector general's office, said spokeswoman Angela Dodge. She said she had no other information on whether the U.S. attorney's office is accepting cases referred for prosecution from the inspector general's McAllen office or if there are concerns about agents from that office testifying.

In recent years, the inspector general has wrestled with the FBI and the internal affairs office of U.S. Customs and Border Protection, the largest federal law enforcement agency, over who has responsibility to investigate criminal misconduct and corruption. In a June 2010 letter to Sens. Charles Grassley, R-Iowa, and Tom Coburn, R-Okla., then-Inspector General Skinner described the relationship between his office and Customs and Border Protection as "intractable." "CBP IA is engaged in activity that not only is hampering OIG's investigative efforts, but poses serious legal consequences for the entire Department," Skinner wrote. Other issues included withholding information, duplications of efforts and confusion among stakeholders, he wrote. But Susan Ginsburg, who served on the 9/11 Commission staff and focused on terrorist travel and border controls, said Customs and Border Protection has a well-working internal affairs unit that the inspector general has undercut. "Internal affairs has a model program because it uses investigative information to develop analytic insight for policymakers and improve preventive measures," she said. "As a consequence, it's not in the public interest to remove (internal affairs) from the business of ferreting out corruption." This story was produced by the Center for Investigative Reporting. Cop Suspended for Role in Political Battle

Scranton cop suspended for role in political battle
The Times-Tribune by Borys Krawczeniuk - April 19, 2012

Scranton, PA - A city police officer was suspended for two days without pay in the last week for violating police procedures by getting improperly mixed up in the primary election race between state Rep. Kevin Murphy and challenger Marty Flynn. Police Chief Dan Duffy declined to name the suspended officer, citing the city's contract with its police union. He said the officer violated procedure by releasing incident report numbers that surfaced in a Right to Know Law request by attorney Christopher P. Cullen. Mr. Cullen's open-records request seeks police incident reports involving Mr. Flynn. The presence of the numbers in the request tipped off Chief Duffy to the violation, he said. Incident report numbers are an internal control used by the Police Department and are inaccessible to anyone outside the department, the chief said. "Our agency has internal checks and balances and in this particular case our internal checks and balances worked," Chief Duffy said. The suspension and the events that led up to it come in the midst of a heated race between Mr. Murphy, a former ally of Mayor Chris Doherty, and Mr. Flynn, whose late uncle, Matthew Flynn, was a close political ally of the mayor. Mr. Cullen was Mr. Murphy's lawyer during previous election campaigns, but Mr. Murphy disavowed any knowledge of Mr. Cullen's request. He said the attorney no longer represents him and does not work for his campaign. "He's acting on his own and whatever he's doing is not part of the campaign," Mr. Murphy said. "It was not run by me. I didn't even know what he's doing." Mr. Cullen confirmed Mr. Murphy is no longer his client and declined to answer when asked if he filed the Right to Know Law request to help Mr. Murphy. He would not say how he obtained the incident report numbers. He said courts have ruled that he is not required to explain why he wants public records. "So that's what I stand by," he said. Mr. Flynn called Mr. Cullen's open records request "the dirty, rotten, pond scum part of politics." Chief Duffy said the department would not release copies of the incident reports to Mr. Cullen because they are confidential under the state Right to Know Law, but he released them to Mr. Flynn, who allowed The Times-Tribune to make copies. The chief said Mr. Flynn was entitled to them because his name was mentioned in them and none of the reports relate to ongoing criminal investigations. Otherwise, incident reports must remain confidential or members of the public who spot crimes or wrongdoing might become fearful about reporting them, he said.

The reports relate to 13 incidents in which Mr. Flynn or the bar he once owned were somehow involved, sometimes in limited ways. They happened between 2003 and 2009. Only one incident led to charges against Mr. Flynn. It was over a Nov. 29, 2009, altercation outside the Green Frog, a tavern on Mulberry Street in the city's Hill Section. In that case, police actually charged Mr. Flynn with simple assault, harassment and disorderly conduct for engaging in a fight. The charges against Mr. Flynn were dismissed after a preliminary hearing in Central Court. Mr. Flynn, a former boxer, said he was charged after breaking up a fight between his cousin and another man. "He was beating my cousin up and I stopped a kid from beating my cousin up," Mr. Flynn said. "That was it. ...There was two of them and they were scrapping and I was just watching and the guy had my cousin on the ground and started banging his head off the curb in front of the Green Frog. And at that point, it wasn't a fair fight any more. ...I pulled him off." The incident report says Mr. Flynn punched a man after the man engaged in an argument with Mr. Flynn's cousins. The man, who said he was punched after the argument was over, fell to the ground and then Mr. Flynn kicked him in the face, according to the report. The man suffered cuts and swelling on his face. Eight of the remaining complaints related to Legends, the West Scranton bar Mr. Flynn owned until selling it a couple of years ago. The complaints centered on loud music, public urination, fights and assaults. Mr. Flynn was not a participant in the fights or assaults. Two incidents had to do with threatened suicides, one by a roommate of Mr. Flynn's, the other by someone he knew. In another, a stereo was stolen from Mr. Flynn's pickup truck. In the other, a former girlfriend stole expensive watches from Mr. Flynn. Before obtaining the reports, Mr. Flynn claimed he knew nothing of 11 of the 13 incidents, but he knew that the police officer had been suspended. Mr. Flynn said he could not remember who told him that. "I heard that on the street," he said. "It might have been a cop." Mr. Murphy denied knowing anything about how the numbers were passed and questioned whether Mr. Flynn's account is credible or reliable. "I don't (care) about the incident reports," Mr. Murphy said. "I'm going to crush this kid (in the election)."

Mr. Cullen said he was astonished that Mr. Flynn knew about the internal discipline of a police officer. "That tells you that there's been a violation of the personnel confidentiality within the police department," he said. Mr. Flynn denied either Mr. Doherty or Chief Duffy told him about the discipline. Chief Duffy and Mr. Doherty denied telling Mr. Flynn. "That's not something that I would broadcast," Chief Duffy said. But Mr. Cullen charged Lt. Leonard Namiotka, the police records officer, denied him access to the incident reports because the mayor is supporting Mr. Flynn. "He (Lt. Namiotka) tells me that the secretary was processing that request, but he walked by the printer, started reading the reports, and when he realized whose name was featured in the reports, that's when he said, 'Whoa, wait a minute'," Mr. Cullen said. "The issue is why can't I get copies of these police incident reports and why is the city using its political power to suppress these reports." Lt. Namiotka declined to comment. Mr. Cullen said he has appealed the denial of his request to the state Office of Open Records. The office has agreed to consider the request, a spokesman said. Mr. Doherty said he has nothing to do with decisions related to Right to Know Law requests. He acknowledged his ties to the Flynn family, but denied the department is preventing the release of the reports to prevent damage to Mr. Flynn's election chances. Neither he nor his campaign team is playing a role in Mr. Flynn's campaign because state representatives have little influence over what happens to cities, he said. Chief Duffy said he is angry because the department finds itself playing an unwilling part in a political battle. "What's happening here is they're trying to involve the police department in some type of political matter. I want no involvement in politics whatsoever. I personally don't care who wins the election. I'm more concerned about the integrity of this organization, which now takes a shot," he said. "We, the police department, never wanted any involvement in this." Contact the writer: bkrawczeniuk@timesshamrock.com
